INTRODUCTION
The 2026 Stamp Duty Self-Assessment Regime places new and direct responsibilities on HR and Finance teams. Everyday documents — from offer letters and contract renewals to service agreements and tenancy arrangements — now fall under stricter audit scrutiny, with penalties for any oversight.
This programme equips HR and Finance professionals with the knowledge to identify chargeable instruments, calculate duties correctly, apply exemptions, and manage compliance using the IRB STAMPS Portal. Strengthen your internal processes, avoid costly errors, and prepare your organisation for a fully enforced self-assessment environment.

OBJECTIVE
By the end of this session, participants will be able to:
  • Understand the expanded scope of stamp duty compliance under the Stamp Act 1949 and the 2025 Audit Framework
  • Identify which employment, service, tenancy, and internal agreements are chargeable and must be stamped
  • Recognize the compliance timeline, penalty structure, and IRB audit triggers under the new self-assessment regime
  • Apply best practices for digital, cross-border, and bulk stamping using the IRB
SPEAKER PROFILE
MS. YONG MEI SIM
She has served over 35 years experience with the Inland Revenue Board (IRB) Malaysia and was formerly its Principal Assistant Director and Field Audit Manager for the corporate sector. Ms Yong holds a Honours Degree in Social Science majoring in Economics from the Universiti Sains Malaysia and a Masters Degree in Taxation from the Golden Gate University in San Francisco, USA. With her vast knowledge and experience in the field of Malaysian taxation, she has been invited by the IRB and other professional bodies to speak extensively around the country and to share her valuable experience and expertise on income tax updates and all other relevant taxation matters.
